Currently, the most influential criteria on a candidate's score, and therefore on their chances of winning, are, in order of importance:

This means that the lower the purchase price a project proposes in its application, the greater its chances of winning. This principle, in particular, has led to a rather dramatic decrease in the average prices offered by winning bids in recent years.
